EPA Finally Releases Renewable Fuel Levels for 2014, 2015 and 2016

Proving that the government moves at a snail's pace, the EPA finally released the volume requirements under the Renewable Fuel Standard for 2014, 2015 and 2016.  

That's right, they finally got around to 2014.

Better late than never.

While higher than the initial numbers proposed earlier, they still fall short of the Congressional mandate.

Predictably, the American Petroleum Institute (API) complained that the numbers are too high.

"EPA must do more to ensure Americans have access to fuels they want and can safely use in their vehicles until Congress can repeal or significantly reform the outdated Renewable Fuel Standard (RFS), API President and CEO Jack Gerard said following EPA’s release of the 2014, 2015, and 2016 RFS mandates Monday." 

API's message: We need to drill more.  Frack more.  And buy more foreign oil

Supporters of American grown biofuels were disappointed in the EPA's decision as well.

“While we appreciate that the Administration made incremental improvements compared to the proposed RFS rule, unfortunately, today they are choosing to side with those who say ‘no, we can’t’.  Regrettably, EPA’s final RFS rule protects the old way of doing business by obstructing consumer access to cleaner fuels, stifling competition in the marketplace, and undermining innovation.

“EPA’s decision today turns our nation’s most successful energy policy on its head. When EPA released its proposed RFS rule in May, the agency claimed it was attempting to get the program back on track. Today’s decision, however, fails to do that. It will deepen uncertainty in the marketplace and thus chill investment in second-generation biofuels. Unlike Big Oil, the ethanol industry does not receive billions in tax subsidies and the RFS is our only means of accessing a marketplace that is overwhelmingly and unfairly dominated by the petroleum industry."

National Corn Growers Association (NCGA)

“While we are pleased to see the EPA take a step forward and revise its original proposal, the fact remains that any reduction in the statutory amount will have a negative impact on our economy, our energy security, and the environment. It is unfortunate that Big Oil’s campaign of misinformation continues to carry weight in the court of public opinion, and in this decision."

So the US has a crippled biofuels policy.  "We support it, but not really."

That's no way to run a country.

Obama Administration Wants Less Ethanol

The Obama administration, through the US Environmental Protection Agency (EPA), proposed lowering the amount of ethanol blended into the nation's fuel supply.

Score a win for Big Oil.  And a loss for American consumers.

In its proposal, the EPA set new lower limits despite the intent of Congress when it passed the Renewable Fuel Standard in 2007.

The EPA proposed that refiners blend just 17.4 billion gallons of renewable fuels in 2016.  

That figure is well below the 22.3 billion gallon amount set by Congress.

Not surprisingly, the American Petroleum Institute wasn't happy with the new lower amounts.  It wants even less cleaner burning ethanol competing against gasoline.  In it's statement, API President and CEO Jack Gerard called for just 9.7% of the nations fuel be ethanol.  And it's no surprise that they want the RFS legislation re-opened and even repealed altogether.

Isn't that nice.  Less American-made ethanol and more foreign oil.

Ethanol groups weren't too pleased either with the lower amount.  

In it's statement the Renewable Fuels Association (RFA) stated:

“Today’s announcement represents a step backward for the RFS. EPA successfully enforced a 13.8 billion gallon RVO in 2013. The industry produced 14.3 billion gallons of ethanol last year. There is no reason to promulgate an RVO rule that takes us backward. All it will do is result in an ever-increasing supply of renewable fuel credits (RINs) that will further discourage private sector investment in infrastructure and technology. This doesn’t make sense."

And Growth Energy stated:

“It is unfortunate that EPA chose to side with the obligated parties who have deliberately refused to live up to their obligation to provide consumers with a choice of fossil fuels or lower cost, higher performing, homegrown renewable energy at the pump... 

Now the obligated parties, controlled primarily by Big Oil, have refused to live up to their obligation and the initial read on EPA's proposal is they have simply acquiesced to the demands of Big Oil. 

The proposal is not final.  So you can be sure both sides will spreading the love around Washington DC and the nation to get another number.

USDA Offers $100 Million for Ethanol Blender Pumps

 The United States Department of Agriculture (USDA) announced today that it will invest up to $100,000,000 to increase the number of gas pumps that blend higher amounts of ethanol into the fuel.  

These pumps are often called "blender pumps" and can be used to dispense fuel up to 85% ethanol for vehicles designed to use flex fuels.

The goal is to increase the amount of ethanol available to motorists by building the infrastructure of available pumps.

According to USDA Secretary Tom Vilsak:

"USDA is helping to ensure the infrastructure is in place for consumers to access more renewable fuels, expand marketing opportunities for farmers, and grow America's rural economies."

The announcement also mentioned that the goal of the program is to double the amount of pumps capable of supplying higher blends.

Senator Grassley Takes to the Floor in Support of Biofuels - "Chain Restaurants, Chicken Producers Smear Homegrown Biofuels"

Senator Chuck Grassley (IA) took to the floor of the US Senate this week to respond to the misconceptions found in a Wall Street Journal piece.  Specifically, he responded to the myths from the chain restaurants and chicken producers regarding cleaner burning, American-made renewable fuels.


Here are a few key points the senator made:

"I’m going to take this opportunity to do a simple fact check of some of the most egregious claims.

First, they claim that since 2005, when the Renewable Fuel Standard was first adopted, costs of vital food commodities, including corn, grains and oilseeds, poultry, meat, eggs and dairy have risen dramatically.  

This is pure myth.

The fact is, consumer food prices have increased by an annual average of 2.68 percent since 2005.  

In contrast, food prices increased by an average of 3.47 percent in the 25 years leading up to passage of the RFS.  

Prices for chicken breast have been nearly flat over the past seven years, averaging $3.43 per pound in 2007, and just 3 pennies more, to $3.46 per pound in 2014.  

Corn prices are expected to average $3.50 per bushel this year, according to USDA.  

This would be the lowest price in nearly 10 years, and 17 percent below the average price of $4.20 a bushel in 2007, when the RFS2 was enacted.  

That’s a fact:  with ethanol production at record levels today, corn prices are lower now than they were in 2007.

It’s been proven time and again by the EPA, USDA and others – there is no correlation between corn prices or ethanol production and retail food inflation or food prices.  It’s just a fact.

Second, they claim that as a result of the RFS, corn is being “diverted” from livestock feed to ethanol.  Again, this claim is false.

Corn used for ethanol has come from the significant increases in corn production since 2005.  

In 2005, American farmers produced 11.1 billion bushels of corn.  

In 2014, they produced 14.1 billion bushels.  

And, one-third of the corn used for ethanol production is returned to the market as animal feed.  The amount of corn and corn co-products available for feed use is larger today than any time in history.  

So, it’s hardly being diverted."

Kum and Go to Offer E15 Fuel Options

Kum and Go (@kumandgo) announced today they will begin offering E15 as a fuel option at over 65 stations, across 7 states over the next two years.  The first station will be in Windsor Heights, Iowa and will open on April 30.

This is a tremendous step forward to bring the cleaner burning, higher performing, American-made fuel to consumers.

E15 is a blend of 15% ethanol and 85% gasoline and is a cleaner and higher-octane fuel. The EPA has approved E15 for cars manufactured since 2001.

Vice President Biden - Big Oil's "Fixer"

An interesting article in Roll Call this week has an interesting explanation for the Obama administration recent decision to gut the Renewable Fuels Standard (RFS).

While the left hand of President Obama is crushing the coal-power industry, the right hand is helping Big Oil.

And who is that right hand?

Who could be responsible for such a conundrum? Vice President Joseph R. Biden Jr., it turns out. According to a Reuters article published in mid-May, the events that lead to the RFS mandates reduction began when the Carlyle Group, the powerful Washington, D.C.-based private equity firm, became concerned about the profitability of two oil refineries it owns in Philadelphia. Lower RFS mandates would help Carlyle’s bottom line

1. Rigging Congress: In the last five years, the oil industry has spent over $885 million on lobbyists and campaign contributions to buy influence on Capitol Hill. That’s more than $1 million for every Member of Congress.
2. Rigging the Market: Big oil has a near-total monopoly on the marketplace — so when oil prices go up, you get gouged. Because oil companies want to protect that monopoly at all cost, they’ve taken aim at the commonsense, bipartisan renewable fuel standard — demanding that the EPA effectively cut the amount of renewable fuel in gasoline and raise the oil content. That would increase their profits, cost consumers more at the pump, and increase our dependence on foreign oil.
3. Rigging the Tax Code: For over 100 years (!), oil companies have held onto sweetheart tax breaks — supercharging Big Oil’s profits with hard-earned wages from American families.
4. Rigging the Fuel Supply: Oil companies made $100 billion in profits last year, but have refused to pay for infrastructure to sell more renewable fuels in spite of a law requiring them to do so. Now the companies want the government to excuse them from selling more renewable fuels due to a lack  of infrastructure … a bottleneck they deliberately created in order to protect their monopoly on the marketplace.
5. Rigging Studies: The oil companies like to quote a study that said ethanol damages engine valves. Who paid for the study? The oil companies. How did they rig the study? By pre-selecting cars with known valve defects.Come on, guys. Remember when tobacco industry studies found that smoking wasn’t harmful?
6. Rigging the Debate: Big Oil companies have spent millions on slick advertisements attacking clean, American-made renewable fuel. What don’t the ads say? That fuels like ethanol are higher octane — making thembetter for your engine — higher performance, cleaner burning, and cost less money than regular gasoline.
7. Rigging the Airwaves: Where is the “American” Petroleum Institute getting all this money to attack our homegrown renewable fuels? Hint – API isn’t quite as “American” as the name would suggest.

Dear Oil Industry: Sorry to Hear About The Spill (Again). Can We Help?

Dear Jack:

Isn't life ironic?

Despite the millions of dollars your industry has spent on bogus TV ads, there hasn't been a single reported case of engine damage from ethanol blended fuels like E15. But last week, Exxon admitted selling customers in Louisiana more than 5 million gallons of oil-based gasoline that was so bad that it’s been stopping cars dead in their tracks. In fact, one auto shop reported 40 or 50 customers who had trouble starting their engines as a result of Exxon’s contaminated gas. That's 40 or 50 more cases of engine problems than have been reported in the entire country from E15, and that's just one shop in Baton Rouge!

Maybe the oil industry should quickly rig another study – like the study the oil companies cooked up to show engine valve damage from E15 by pre-selecting engine types already known to have engine valve problems. That was a good one, Jack. Too bad scientists from America's national laboratories, the U.S. Department of Energy and the EPA did a real study and found no evidence of engine damage from E15 whatsoever.

As if selling tainted gas to thousands of unsuspecting drivers wasn’t bad enough, then you had another embarrassing oil spill by one of your member companies in the Houston shipping channel. Isn’t that funny? While your ads are misleading people about the impact of ethanol on marine engines, boats in Houston are in dry dock because of your oil spill! In fact, that one company has been fined for 77 different oil spills since 2008, which means they have averaged more than one oil spill per month for the last six years. That’s a lot of boaters impacted by oil spills, Jack.

And poor Exxon! They had to cut production at their largest refinery because the oil spill blocked their access to more foreign oil. We’re so sad to hear that Exxon was inconvenienced by the actions of a sea captain who spilled his oil, creating a huge environmental disaster…

Then there was BP’s oil spill in Lake Michigan last week, which turned out to be much larger than BP executives first admitted. BP lowballing the size of an oil spill? Knock us over with a feather!

You know what else is ironic, Jack?

How about running ads claiming ethanol is bad for the environment in the same week when you just spilled 20,000 gallons of crude oil into an Ohio nature preserve? Or claiming that ethanol – a clean, renewable fuel – consumes too much land, when current and future tar sands operations will destroy an area the size of Florida? Were you aware, Jack, that the Deepwater Horizon spill polluted an area of the Gulf the size of Oklahoma?

We can go on ... how about the fact that current U.S. crude oil pipelines threaten an area the size of Rhode Island with spills just like the one last week in Ohio. The Exxon Valdez spill impacted an area the size of Massachusetts. The Persian Gulf spill in 1991 affected an area the size of Maryland. Do you get the point?

You see, Jack, the real environmental peril is oil, not renewable fuels like ethanol.

The National Corn Growers Association is asking its members, friends in the agriculture community and the general public to tell the EPA that they oppose EPA's proposed rule to slash the amount of ethanol in 2014.

Take a Stand for Lower Gas Prices

The EPA's recent decision to drastically reduce the amount of renewable fuels needs to be overturned.

Renewable fuels like ethanol are cleaner burning, perform better and reduce costs.  And it helps to reduce the foreign oil we purchase.

Tell the EPA that their new proposed rule is a bad, bad idea.  Every comment counts.  You can bet the oil companies will be sending their dirty, oil-covered comments too.

The Obama Administration is proposing to drastically reduce the amount of renewable fuel blended into the nation’s gas supply next year. This draft plan would raise gas prices and undermine the growing American industry that is helping to move us off oil. Reducing the amount of renewable fuel in our gas means replacing it with oil. Since renewable fuel is cheaper than petroleum, this proposal would cost American drivers more than $7 billion in higher gas prices. It would also give a huge handout to the oil companies, more than $10 billion in new profits. Washington, D.C. bureaucrats at the Environmental Protection Agency (EPA), under the stranglehold of big oil, have issued a ruling hoping to slash the amount of renewable fuel in America’s energy portfolio. Not only will this terrible decision from the federal government increase America’s dependence on foreign oil, it will also hurt American families by decreasing the value of commodities, increasing prices at the pump, eliminating thousands of jobs and sink the price of corn below the cost of production. 

It’s time to stand against the unelected Washington, D.C. bureaucrats.
