Pennsylvania Seeks Federal Funds for Biofuels

Pennsylvania governor Edward G. Rendell wants to expand the use of biodiesel and alternative fuel vehicles.

The commonwealth has applied to the U.S. Department of Energy for $15 million through the American Reinvestment and Recovery Act.
“As part of Pennsylvania’s Energy Independence Strategy, the PennSecurity Fuels Initiative mandates the production and use of renewable fuels to grow the state’s economy and reduce our dependence on foreign fuels,” said Governor Rendell. “The federal recovery money can assist us in our efforts to reach the required goal of one billion gallons of home-grown biofuels be produced and consumed in Pennsylvania by 2017 – an amount equal to what the state will import from the Persian Gulf by that time.”

“The primary objective of this grant is to displace petroleum-based diesel fuel with domestically produced biodiesel and natural gas to fulfill the state’s and federal government’s goals to establish long-term alternative fuel use,” said Governor Rendell. “Adding these alternative fuel facilities and vehicles will enable greater access to biodiesel and CNG within the petroleum supply chain and improve fuel quality.”
The state proposes to install 23 biofuel terminals and four retail stations throughout the state as well as purchase natural gas vehicles, facilities and equipment.

America's Energy Source Choice: Midwest or Middle East?

America Energy Source Midwest or Middle East
As Americans commemorate the ultimate sacrifice of American service personnel this holiday weekend, it reminds us of the tremendous cost that America continues to pay in blood, sweat, and billions of dollars to protect oil supplies around the world.  

America must continue to invest in domestic sources of energy.  And the simple reality is that we can move forward quickly with proven, earth-friendly technologies like bio fuels now.  Future technology discoveries will build upon the structure that is in place and growing now.

But it will all be lost if opponents get their way to label bio fuels as "unworkable",  "expensive", or "dirtier" than fossil fuels.

So this weekend, the choice remains.  Where should America get its energy?  

The Midwest or the Middle East?

USDA, DOE Announce National Biofuels Action Plan

DOE USDA Bodman Schaffer Biofuels Action PlanThe Depart. of Agriculture (USDA) and the Dept. of Energy (DOE) have released the National Biofuels Action Plan (NBAP), an interagency plan detailing the collaborative efforts of Federal agencies to accelerate the development of a sustainable biofuels industry.
The NBAP was developed in response to President Bush’s plans to change the way America fuels its transportation fleets in the 2007 State of the Union Address. The President's "Twenty In Ten" goal calls for cutting U.S. gasoline consumption by 20 percent over the next 10 years by investing in renewable and alternative fuel sources, increasing vehicle efficiency and developing alternative fuel vehicles.
To enhance the impact of federal biofuels investments and enable attainment of the Renewable Fuel Standard (RFS), the NBAP outlines interagency actions and accelerated federally supported research efforts in seven areas including:
  • Sustainability
  • Feedstock Production
  • Feedstock Logistics
  • Conversion Science and Technology
  • Distribution Infrastructure
  • Blending
  • Environment, Health and Safety

Pumping Up E85 Pumps

Rep. Herseth SandlinIt's still a chicken or egg issue when it comes to changing how we fuel our vehicles.

We need more renewable fuels like ethanol and biodiesel. And the energy bill signed last year helped to set us on the path of cleaner burning, renewable fuels made here in the USA.

But we also need more Flexible Fuel Vehicles (FFVs). And even more importantly, we need more fueling stations that offer more of both fuels.

Rep. John ShimkusLate last week Rep. Herseth Sandlin (SD) and Rep. John Shimkus (IL) introduced bipartisan legislation that increases the availability of homegrown, renewable biofuels like E85 and biodiesel at gas stations across the country.

The E85 and Biodiesel Access Act (H.R. 6734) streamlines the process and provides greater incentives for service station owners to install equipment to dispense E85 and biodiesel – and in doing so, it increases consumer access to these homegrown biofuels and enhances the United States’ energy security.
“With gas prices at an all-time high and our energy security resting in the hands of hostile foreign nations, we need to be giving Americans greater access to biofuels at the pump,” Herseth Sandlin said. “This bill helps gas station owners play an active role in furthering the development of the burgeoning biofuels industry, and gives consumers the option to utilize clean sources of fuel that support South Dakota’s rural economies and encourage American energy independence.”

“I understand there is an expense when installing E-85 pumps, and the ease of adding an E-85 pump varies based on the existing underground infrastructure,” Shimkus said. “But, this legislation will help provide station owners an incentive to sell this American-made fuel.”

Massachusetts Gov. Patrick Signs Bill Promoting Advanced Biofuels

Massachusetts Governor Deval PatrickMassachusetts Governor Deval Patrick this week signed the Clean Energy Biofuels Act that significantly encourages the growth of an advanced biofuels industry in the Commonwealth.

The new legislation gives preferential tax treatment to non-corn-based alternatives to ethanol, requires biofuel content in all the diesel and home heating fuel sold in the state, and proposes a new fuel standard for the region that will encourage a range of emissions-reducing technologies for cars and trucks.
“The world is waiting for the next generation of clean, renewable alternatives to petroleum fuels, and Massachusetts is poised to deliver,” said Governor Patrick. “This new law will help us develop advanced biofuels and get them to market, without driving up food prices. We want these new fuels in our tanks and these new jobs in our economy here in Massachusetts.”
Biofuels are substitutes for liquid petroleum fuels (such as gasoline, diesel, and heating oil) that are derived from renewable organic matter such as corn, soy, switchgrass, agricultural waste, wood, and waste vegetable oil. “Advanced” biofuels are generally derived from non-food-based feedstocks and defined in federal law as those that yield a lifecycle reduction in greenhouse gas emissions of at least 50 percent compared with fossil fuels.

Open Fuel Standard Act Will Open Way for Flex Fuel Vehicles

US House Open Fuel Standard ActThe Open Fuel Standard Fuel Act (pdf), a tri-partisan legislation, was introduced in both houses of Congress this week to reduce dependence upon foreign oil by developing vehicles that use fuels other than gasoline.

The act, Senate bill 3303 and House bill 6559, would require that starting in 2012, 50% of new automobiles; and starting in 2015, 80% of new automobiles, be flexible fuel vehicles (FFVs) that can operate with gasoline blends up to E85 (85%) ethanol or M85 (85% methanol), or be warranted to operate on biodiesel.

US Senate Open Fuel Standard ACtThe bills were sponsored by Senators Sam Brownback (KS), Ken Salazar (CO) and Joseph Lieberman (CT) and by Representatives Eliot Engel (NY-17), Jack Kingston (GA-1), Steve Israel (NY-2), and Bob Inglis (SC-4)

The alternative fuels can be made from a variety of sources, including switchgrass and other energy crops, coal, agricultural bi-products, corn, soybeans, natural gas and other materials. Making a flex-fuel vehicle costs the manufacturer about one hundred dollars per vehicle.
"This legislation gives Americans a choice at the pump by making fuel flexibility a standard feature of the majority of cars and trucks produced in the United States," said Senator Salazar. "In doing so, we will protect consumers from soaring gas prices, reduce our dependence on foreign oil, and spur the further development of renewable fuel technologies that are central to our energy future. As our presence here today demonstrates, setting America on a path of energy independence is an effort that transcends party lines. We must all work together to make this vision of energy independence a reality."
Each year, well over half a trillion U.S. dollars are spent on oil imported from OPEC and non-OPEC nations.

DOE Unveils New Alternative Fuel Locator Website

DOE NREL Alternative Fueling Station LocatorThe National Renewable Energy Laboratory has unveiled a new alternative fueling station locator on the Department of Energy's Alternative Fuels and Advanced Vehicles Data Center Web site.

The new site allows users to search for alternative fuel stations which offer biodiesel, E85, compressed natural gas, liquefied petroleum gas, electricity, hydrogen and liquefied natural gas fuels.

This new site complements the list on our site of Alternative Fuel Websites of other sites which track alternative fuel locations.

This Little Piggy Makes Biodiesel

Construction of a 30 million-gallon-per-year biodiesel plant was completed earlier this year.

Located next to Seaboard Foods' pork processing plant in Guymon, Oklahoma, the plant is able to make 1 gallon of biodiesel per each pound of waste animal fat.

The High Plains Bioenergy should be at full capacity later this month.

This video explains more about the plant, the biodiesel process and the economic value that this new facility brings to Oklahoma.

South Dakota Promotes Biodiesel

South Dakota Governor Mike Rounds Biodiesel Ethanol Food vs FuelSouth Dakota Governor Mike Rounds has signed SB 148 into law which provides for a tax incentive for fuel blended with biodiesel.

This legislation will create a 2-cent per gallon tax break for approximately 40 million gallons of taxable diesel fuel blended with at least 5% biodiesel.
“As diesel costs continue to skyrocket, this tax break will help ease the pain at the pump for consumers while helping to develop our state's biodiesel industry,” said Gov. Rounds. “Biodiesel is an ideal alternative to petroleum-based fuel. It will not reduce mileage, and because of its increased lubricity, it is better for the engine.”
The tax break will be paid for by transferring $800,000 from the Petroleum Release Compensation Fund reserve to the Highway Trust Fund this year. The tax break will end in the quarter after 35 million gallons of taxed biodiesel and biodiesel-blended fuel are sold after the effective date.
“Biodiesel will help decrease our dependency on expensive foreign oil, it will help protect our environment, and promote South Dakota's economy,” said Gov. Rounds. “I look forward to the day when Wall Street investors will look at the cost of a bushel of corn or soybeans rather than the price of a barrel of foreign oil.”

E85 for 85 Cents in Los Angeles

The rising price of gasoline is hard to avoid in Los Angeles, but owners of Flexible Fuel Vehicles (FFV) capable of running on E85 ethanol will pay only 85.9 cents a gallon for the cleaner, alternative fuel.

On February 26th from noon to 2:00 p.m., Conserv Fuel at 11699 San Vicente Blvd. in Brentwood will offer E85 ethanol for 85 cents a gallon courtesy of General Motors.

E85 is 85% cleaner-burning ethanol and 15% regular gasoline that can be used in millions of Flexible Fuel Vehicles on the road today.

Conserv Fuel is the first filling station in L.A. where drivers can find the fuel alternatives from a company that shares and promotes values of quality, conservation, and sustainability. In addition to offering E85, Conserv also offer biodiesel fuels and regular gasoline.

“At GM, we believe the biofuel with the greatest potential to displace petroleum-based fuels and help reduce tailpipe carbon gas emissions in the United States is ethanol, and so we have made a major commitment to vehicles that can run on E85 ethanol,” said Susan Docherty, general manager of GM’s 16-state Western Region, which includes California.
GM is the automotive industry leader in producing vehicles that run on E85 ethanol with more than 2.5 million Flexible Fuel Vehicles on the road today,

Michigan Looks to Sweden

Michigan Governor Granholm Sweden EthanolWhen discussing ethanol and energy policy, Brazil is usually cited as the example. And indeed, Brazil's push to use renewable ethanol for transportation fuel is outstanding.

But often overlooked is another country, Sweden, that has embraced cleaner-burning, renewable ethanol as a domestic weapon against dependence upon foreign oil.

Although the US media hasn't made much of it, many top officials are taking a closer look at how Sweden's efforts can be used as a model for the United States.

Last month, Michigan Governor Jennifer Granholm made renewable energy and its job creation a focus of her State of the State address. And she prominently mentioned Sweden as an example that Michigan should look to.
First, we must commit as a state to use alternative energy to meet our own energy needs.

To understand the connection between renewable energy and jobs, just look at Sweden - a country with striking resemblances to our state: the same size population, similar geography with two-thirds of their land covered by forests, a strong automotive sector. Sweden set high goals for their use of renewable energy. The result? They created over 2,000 businesses and 400,000 jobs in their renewable energy sector. 400,000 jobs!
She went on to mentioned that 25 other states have set aggressive goals for their alternative energy use. In fact, late last year many Midwest governors agreed to increase their use of renewable energy.

The governor has challenged the Michigan legislature to set ambitious alternative energy goals for Michigan - produce 10 percent of our electrical energy from renewable sources by the year 2015 and a full 25 percent by the year 2025.

The governor even challenged the legislature to spur the use of ethanol and biodiesel by eliminating its gas tax:
And to make sure that ethanol is made here and sold here and is competitive with gasoline, I'm asking you once again to eliminate the gas tax for fuel purchases of ethanol and biodiesel at gas stations.
It's clear that the policymakers in Michigan will do whatever it takes to promote renewable energy like ethanol and to compete for alternative energy jobs in the state.

In a re-run of the milestone event, the 2008 Great Race will depart New York City on 30 May 2008 and travel 22,000 miles to Paris, France and finish on 2 August.

The challenge has been given to engineers, scientists, entrepreneurs and institutions from all over the world to showcase their new automotive technologies using sustainable energy.

The 2008 Great Race will feature vehicles running on alternative fuels, such as biodiesel, ethanol, and even solar power.

Researchers Respond to Biofuel Critics

Department of Energy Michael Wang Zia Haq BiofuelsTwo Department of Energy Department researchers have responded to a study which claims that biofuels *could* increase greenhouse gas emissions.

The study, released last week in Science, claimed that production of corn ethanol and biodiesel could lead to forests and grasslands being converted to cropland in other parts of the world.

The two researchers, Michael Wang of the Argonne National Laboratory and Zia Haq of the Energy Department's biomass program, faulted the study for a number of reasons including current land use assumptions and failure to consider future crop yield increases.
"There has also been no indication that U.S. corn ethanol production has so far caused indirect land use changes in other countries" - Michael Wang and Zia Haq

Iowa Recognizes Top Ethanol and Biodiesel Marketers

Iowa Secretary of Agriculture Bill Northey announced that Kum & Go of West Des Moines and Cobb Oil Co. of Brighton are the first two winners of the Secretary’s Ethanol and Biodiesel Marketing Awards. The awards were created by the Iowa Department of Agriculture and Land Stewardship to recognize fuel marketers that have gone above and beyond in their efforts to sell renewable fuels.
“Distributors and retailers are the connection between the Iowa renewable fuels industry and the customer,” Northey said. “Both Kum & Go and Cobb Oil Company have gone to great lengths to promote both ethanol and biodiesel, and these awards are an opportunity to recognize them for their efforts.”
Ethanol
Kyle Krause of Kum & Go is the winner of the 2008 Secretary’s Ethanol Marketing Award. As president and CEO of Kum & Go, Kyle Krause has made his family-owned company a cutting-edge innovator in the delivery of alternative fuel choices. Kum & Go was one of the first convenient store chains in the nation to offer a 10-percent ethanol blend and since 1997 Kum & Go has offered E-85, a fuel mixture of about 85 percent ethanol and 15 percent gasoline.

Kum & Go’s total reduction of fossil fuel dependency was more than 18 million gallons from ethanol in 2007. The company currently offers 25 E85 fueling sites nationwide, including 15 in Iowa, which is the most of any company. And those numbers continue to grow, with two new Kum & Go E85 locations scheduled to open in the next two weeks.

Besides offering ethanol and E85 at its stores, under Krause’s leadership Kum & Go has gone to great lengths to raise awareness of the benefits of renewable fuels. Last summer Kum & Go gave away three FlexFuel Chevy Impalas that can run on E85, more than $20,000 in ethanol gas and $15,000 worth of stock in VeraSun Energy, one of the largest producers of ethanol in the United States.

Biodiesel
Mark and Laurie Cobb of Cobb Oil Company are the winners of the 2008 Secretary’s Biodiesel Marketing Award. Cobb Oil currently offers biodiesel blends at four of their retail outlets and, as a result, has sold several million gallons of bio-blended diesel in the past 18 months. Also, by competitively pricing the bulk biodiesel, they have effectively encouraged its use by their farm customers.

Besides selling biodiesel, Cobb Oil uses it extensively. Every fuel truck that Cobb Oil has uses biodiesel. They have also utilized funds from the Iowa Department of Economic Development to help their associate dealers and distributors market and promote biodiesel by installing a heated storage tank and using an insulated fuel trailer.

Iowa has 28 ethanol refineries with the capacity to produce over 2 billion gallons annually. Iowa only uses approximately 1.6 billion gallons of gasoline annually, which makes the state a net exporter of gasoline product, without pumping a single gallon of oil from the ground.

In addition, Iowa has 16 biodiesel refineries with a combined annual capacity of over 350 million gallons either in operation or under construction.
“Iowa is truly the national leader in renewable fuels, and that would not be possible without support from retailers across the state that market these home-grown fuels,” Northey said.

Florida State Fair Goes Green

Florida State Fair Ethanol Biodiesel Food FuelThe Florida State Fair is going green! What better way for an agriculture venue to promote renewable fuels than to lead by example?

The Fair, which runs from February 7 through 18, 2008, will use only biodiesel products and is championing alternative fuels that will impact state farmers with an innovative exhibit during the upcoming fair.

The switch is a result of Florida Agriculture and Consumer Services Commissioner Charles H. Bronson’s plans to make Florida a leader in the production and usage of cleaner, renewable fuels. The fair will use biodiesel in all of its vehicles, generators and heavy equipment.

During the 2008 Florida State Fair, a “Farm to Fuel” Exhibit will explain how various alternative fuels are made and showcase five vehicles that run on alternative energy. The exhibit, which will be located in the Ag Hall of Fame building near gate 3, will show visitors how Florida is pursuing renewable fuel technology, including ethanol, biodiesel and other alternative fuels. The display will highlight renewable fuels that can be derived from agricultural waste from Florida grown crops and other biomass sources.
“These fuels are the energy of the future and it’s exciting to be able to show the public how far along Florida has come in putting the technologies into practice,” Bronson said. “I encourage people to stop by the exhibit and see firsthand the innovations that have become a reality and will impact our economy, environment and farmers.”
Bronson’s “Farm to Fuel” Initiative involves promoting the production and distribution of renewable energy using feed stocks from Florida farms, ranches and forests to reduce the nation’s dependence on foreign oil and provide farmers with an off season crop. He says this will help keep farms viable and prevent development of the land and further the “25 by 25” vision of farms producing 25% of the nation’s energy by the year 2025.
“In order to accomplish that goal we have to keep up the momentum,” Bronson said. “That’s why I have made available on the department website information about where consumers can locate ethanol and biodiesel fueling stations around Florida”.

Austin Texas Turns to Ethanol

Austin Texas City Seal Oil Black Gold Texas TeaThe oil barons of Texas must have been out of town last month. While they weren't looking, the Austin Texas City Council unanimously approved a multi-year contract worth up to $138 million to supply alternative fuel for city vehicles in the coming years.

Within the next four months, the majority of the city of Austin’s vehicle fleet will be running on alternative fuels, including biodiesel and ethanol. The remaining fleet will operate on an alternative fuel blend of E10 Ethanol (90 percent gasoline blended with 10 percent ethanol). The move marks another step in the City’s implementation of the Austin Climate Protection Plan.

The Austin Climate Protection Plan, introduced by Mayor Will Wynn and adopted by the City Council last year, is aimed at making Austin the leading city in the nation in the fight against global warming. Broad elements of the plan are designed to reduce greenhouse gas emissions with steps such as making all City facilities, fleets and operations totally carbon-neutral by 2020.

Energy Bar Bus Takes a Bite Out of Climate Change

Clif Bar biodiesel veggie van save our snow energy barCLIF(R) BAR is firing up its vegetable oil-powered Vixen RV and heading for the hills this February and March for its second annual "Save Our Snow" Winter Roadtrip.

Hitting ski slopes and nearby universities in Washington, Colorado, California and Oregon, the Roadtrip will meet boarders and skiers on their home turf to talk about climate change.

The "Save Our Snow" Winter Roadtrip is part of CLIF BAR's nationwide Natural Energy Tour Series and shares ideas on how small changes in a person's choice of food and transportation can help prevent global warming and protect the places where they love to play.
"This Roadtrip is about making a one-on-one connection with winter sports fans where they live and where they play," said Ricardo Balazs, sports marketing manager for CLIF BAR. "Heading into our second year, we're seeing more and more snowboarders in particular who are embracing environmental preservation, not just as a way to protect the snowpack, but as a bigger lifestyle choice."
CLIF BAR's winter sports program last year offset a total benefit of an estimated 2,656 tons of greenhouse gas emissions (or 7.4 million pounds) through the use of a van running on vegetable oil during the winter season and sponsorship of resort offset programs. This equates to not driving 5.3 million miles using petroleum fuel.

Dole Harvests with Biodiesel

Dole Biodiesel BiofuelDole Food Company, Inc. announced this week that it has converted all of its harvesting equipment in California and in Arizona over to B20 Biodiesel fuel.

Biodiesel fuel is a domestic renewable fuel for diesel engines derived from natural oils.

According to Environmental Protection Agency (EPA), Biodiesel is the first and only alternative fuel to have a complete evaluation of emission results and potential health effects submitted to the U.S. EPA under the Clean Air Act Section 211 (b).
Kevin Fiori, Dole's Senior Vice President Agriculture Operations said "being good stewards of the environment is very important to Dole and this includes reducing emissions and using alternative sources of energy." Dole has been testing B20 Bio Diesel since August in farm equipment and off road vehicles with very positive results.
Mr. Fiori also commented that "those of us in agriculture, who depend on the environment, land, water, and air quality to grow foods, are keenly aware of the importance of applying sustainable agricultural practices."

Biofuel Research Helps Local Economy

An exciting research program funded by the USDA is helping to shape Montana as a leader in biofuels research and development.

The project is funding Resodyn Corporation's research to convert used cooking oil into biodiesel. The B100 biodiesel product is made from what typically would be a waste product. In the process, the research is helping to grow the local economy with technical expertise of scientists and engineers.

In this USDA video, officials with the Resodyn Corporation and the local business community discuss the benefits of this cooperative research program that is helping to make Butte's biofuel future a success. The video is available in two formats:

Safeway Upgrades to Biodiesel

Safeway Food Fuel BiodieselThe supermarket chain Safeway announced this week in Denver that it is converting its entire truck fleet to the cleaner burning fuel Biodiesel.

The company is switching over its entire nationwide fleet to B20, a biodiesel blend of 20 percent biodiesel and 80 petroleum diesel. The company had already converted some of its fleet in California and Arizona.

Safeway claims converting its entire fleet will do away with 75 million tons of carbon emissions. That's the about the same as removing 7,400 cars off the nation's highways.Biodiesel clean renewable domestic

Colorado Gov. Bill Ritter applauded Safeway's conversion of its national trucking fleet to cleaner-burning biodiesel.
"The future of our country depends on the private sector and companies like Safeway demonstrating leadership around how we consume energy"
The governor went on to explain that Safeway's conversion of its truck fleet was a great example of private industry taking a sustainable approach that's good for our economic security, our environmental security and our energy security.
